Tired Of The Phone Ringing All The Time

I have been getting harassed by someone who keeps calling me at all hours of the night and then hanging up. They are calling my cell phone, so I can’t block the phone number, but I really want to stop this blocking. Is there any way to make the phone not ring for some numbers and ring for others? I hate to miss calls from my friends and family, and hate to turn off my cell phone in case there is an emergency. I am really tired of the phone waking me up every night though. I don’t have a land line and need to have a way for people to reach me.
