Small Hand Held Vacuum

I love my small hand held vacuum. It has come in so handy from everything to a small spill in the kitchen to even carrying with me to the car for cheerio spills in the back seat. I recently had to open up the machine to dump out the garbage it had collected and I saw that there is a hole in the filter. I do not believe the vacuum was that expensive and it is rather old so I am looking for a replacement. Are the vacuum cleaner ratings accurate enough for me to trust implicitly or should I test drive a model first before buying?
